Employee Background Verification Process: A 2026 Checklist for Delhi NCR Employers

HR desk in a Delhi NCR office with candidate files, a checklist and a degree certificate under verification

Quick Answer

The employee background verification process in India has six core steps: written consent, identity and address checks, education verification, previous-employment confirmation, a criminal or court-record check, and a final report with a clear hiring decision. In Delhi NCR a standard check takes about 5 to 15 working days and must follow the DPDP Act 2023.

Key Takeaways

  • Get signed, purpose-specific consent from the candidate before any check starts.
  • Verify documents at the source (university, previous HR, court records), never from photocopies alone.
  • Fake degrees are a live problem in Delhi; check every university against the UGC’s list.
  • Match the depth of the check to the risk of the role, so a cashier and a CFO don’t get the same file.
  • Store only what you need, mask Aadhaar numbers and delete records once the purpose is over.

In April 2026, Delhi Police walked into a premises in Govindpuri and found what they described as a full-fledged set-up for producing fake degrees, mark sheets and migration certificates. Seven people were arrested. According to The Tribune’s report on the bust, telecallers sold back-dated documents to people across the country “for employment or career advancement”.

Read that last phrase again. Those certificates were headed for an HR desk, quite possibly yours.

That is why a proper employee background verification process matters. A neat CV and a confident interview tell you how well someone presents. Verification tells you whether any of it is true. This checklist is for Delhi NCR employers, from a 15-person firm in Okhla to a Gurugram office hiring in bulk, and it reflects how we run these checks at Alliance.

What is employee background verification?

Employee background verification (often shortened to BGV) is the process of confirming that the facts a candidate gives you are accurate before, or shortly after, you hire them. It usually covers identity, address, education, past employment and any criminal or civil court history. Senior roles may add directorships and independent references.

It isn’t spying, and it isn’t a character certificate. A good check answers one plain question: did this person tell us the truth about the things that made us want to hire them?

The employee background verification process: a 9-step checklist

Here is the sequence we follow.

  1. Decide the scope by role. Write down which checks apply to which grade before you hire anyone. Consistency protects you if a rejected candidate questions it.
  2. Take written, specific consent. The candidate should sign a form that names each check, who will do it and how long the data will be kept.
  3. Collect the right documents. PAN, a government photo ID, current and permanent address proof, degree and mark sheets, relieving and experience letters, and the last three salary slips for mid-level roles and above.
  4. Verify identity. Match the face, name, date of birth and father’s name across documents. One small mismatch is usually innocent. Several aren’t.
  5. Verify address physically. A field visit confirms the person actually lives there, and for how long.
  6. Verify education at the source. Contact the university or board directly, and check that the institution is recognised (more on this below).
  7. Confirm previous employment. Speak to HR at the last one or two employers to confirm dates, designation and exit status. Ask whether the person is eligible for rehire. The pause before the answer often tells you a lot.
  8. Check criminal and court records. Search publicly available court records in the cities where the candidate lived, and ask for a police clearance certificate where the role justifies it.
  9. Close the file properly. Get a written report with a clear colour code (clear, discrepancy, unable to verify), let the candidate explain any discrepancy, then decide.

Which checks does each role actually need?

Over-checking junior staff wastes money and annoys good candidates. Under-checking a finance head is how companies end up in the newspapers. Use the risk of the role to set the depth.

Role type Recommended checks Typical time
Entry-level, field and support staff ID, address visit, last employer, police clearance for cash or home-visit roles 5 to 7 working days
Mid-level professionals All of the above plus education at source, two previous employers, court-record search 7 to 12 working days
Finance, IT admin, procurement Mid-level checks plus discreet references, conflict-of-interest and directorship checks 10 to 15 working days
Senior leadership and CXO Full history, litigation, business interests, reputation and media checks across cities 2 to 4 weeks

Timelines are indicative and depend mostly on how fast universities and old employers respond. Out-of-state universities are the usual bottleneck.

How do you verify education when fake degrees are this easy to buy?

Start with the institution, not the certificate. The University Grants Commission publishes a list of self-styled “universities” that have no authority to award degrees, and Delhi has repeatedly had more entries on it than any other city (see this report on the UGC list). If the name on the degree sounds grand but you’ve never heard of it, check the UGC website before you do anything else.

Then verify the document itself with the issuing university’s examination branch. A genuine university can confirm the roll number, year and result. Some state universities still want a formal letter and a fee.

“The fake degrees we catch are rarely from Delhi University or IIT. They’re from institutions that sound real, in a state far enough away that nobody bothers to call. The certificate looks perfect. The university has no record of the student, and sometimes no building.”

How do you confirm previous employment without being fooled?

Never call the phone number printed on the experience letter. If the letter is forged, that number goes to a friend who’ll happily confirm everything. Find the company’s main line or HR email independently, through its website or MCA filings, and verify from there.

The candidate can also help you, legitimately. EPFO’s Unified Member Portal now shows a member’s service history, including previous employers and dates of joining and exit, as Business Today explains. Ask candidates to download and share it themselves. You should never ask for their UAN password, and you don’t need it.

“A missing reference doesn’t scare me. A reference who answers on the first ring, knows the candidate’s joining date by heart and has no surname on WhatsApp, that’s when I start making house visits.”

What about criminal record and police verification in Delhi?

There is no single national criminal database an employer can search. In practice, a criminal check combines two things: a search of public court records in the districts where the person lived and worked, and a police clearance certificate (PCC) issued by the police.

Delhi Police issues PCCs online for job purposes, either on the individual’s own application or on a reference from the employer. Its official PCC FAQ lists a fee of Rs. 350 for individuals and Rs. 1,000 for organisations (plus bank charges) and says the certificate is issued within 21 days. Only people living at a Delhi address can apply through that portal, so candidates from Noida, Ghaziabad, Gurugram or Faridabad will need to apply to the police in their own district.

A PCC has no fixed validity, so ask for a fresh one for sensitive roles. And a clean PCC won’t show civil disputes or cheque-bounce cases. That’s what the court-record search is for.

Is employee background verification legal under the DPDP Act?

Yes, when it is done with consent and for a clear purpose. India’s Digital Personal Data Protection Act, 2023 governs how employers collect and use candidates’ personal data, and the DPDP Rules were notified on 14 November 2025 with an eighteen-month window for phased compliance, according to the Government’s PIB release. In plain terms, most obligations land around May 2027, and sensible employers are adjusting now.

Section 7(i) of the Act allows processing “for the purposes of employment” without fresh consent, but it speaks of a Data Principal “who is an employee”. A candidate who hasn’t joined yet is arguably not an employee. Our advice: take clear written consent for every pre-joining check, and treat that as non-negotiable.

The same PIB release lists penalties of up to ?250 crore for failing to keep reasonable security safeguards. Your BGV vendor’s laptop full of scanned Aadhaar cards is your problem too.

A short data-hygiene checklist for HR

  • Collect masked Aadhaar (last four digits visible) unless the law specifically requires the full number.
  • Share candidate files with your vendor through a secure link, not personal WhatsApp.
  • Put retention periods in writing and delete files for candidates you didn’t hire.
  • Sign a data processing agreement with every verification vendor.

Bulk hiring in Delhi NCR: how to verify 50 people without chaos

Warehouses in Faridabad, BPOs in Noida’s Sector 62 and retail chains hiring before Diwali often need dozens of checks in a fortnight. Bulk employee verification works when you standardise three things: one consent form, one document checklist and one tracker the vendor updates daily.

Prioritise by risk. Cash handlers, drivers and anyone entering customers’ homes get address visits and police clearance first. Back-office staff can follow. Our field teams cover the whole region, including our team in Noida and investigators based in Gurugram, which keeps address visits from becoming the slowest part of the file.

“In bulk hiring the danger isn’t one big fraud. It’s ten small ones you wave through because the store opens on Monday. Do the high-risk roles properly first, and let the rest catch up.”

Should you do BGV in-house or hire a background verification company in Delhi?

Small firms can handle identity checks, EPFO service history and a call to the last employer themselves. It gets harder when you need a field visit in Ghaziabad at 8 pm or a quiet check on a senior hire’s business interests.

That’s where a specialist earns its fee. Our employee background check services cover address visits, education and employment confirmation, court-record searches and discreet reference checks across Delhi NCR. Indicatively, a standard employee check costs about ?2,000 to ?10,000 per candidate depending on depth and locations, with bulk rates for larger batches.

The same discipline of source-verification also drives our groom background verification work, where families ask exactly the same question an employer does: is the job real?

Red flags that should pause a hiring decision

  • The candidate resists signing consent or wants to “send documents later”.
  • Only mobile numbers are offered for previous managers.
  • The degree comes from an institution you can’t find on the UGC’s recognised lists.
  • Salary slips show round numbers and no PF deduction at a company that should be deducting PF.
  • The address visit finds a locked flat and neighbours who’ve never heard the name.

None of these proves dishonesty on its own. Each one deserves a question before the appointment letter goes out.

Frequently Asked Questions

What is the employee background verification process in India?

It usually runs in six stages: written consent, identity and address verification, education checks with the university, confirmation from previous employers, a court-record or police clearance check, and a final report. The employer then reviews any discrepancy with the candidate before making a decision.

How long does employee background verification take in Delhi NCR?

A standard check usually takes 5 to 15 working days. Entry-level checks with an address visit and one employer can close within a week. Senior hires, out-of-state universities and police clearance certificates take longer. Delhi Police says it issues a PCC within 21 days of application.

Is candidate consent mandatory for background verification?

You should always take it. The DPDP Act 2023 requires a lawful basis for processing personal data, and its employment exemption refers to people who are already employees. Written, specific consent for each pre-joining check is the safest approach.

Can an employer check a candidate’s criminal record in India?

Not through a central database. Employers rely on public court-record searches in the districts where the candidate lived and on a police clearance certificate. In Delhi, a PCC for job purposes can be requested online by the candidate or on the employer’s reference, for a fee of Rs. 350 or Rs. 1,000 respectively.

How can I check if a degree is fake?

First confirm the institution is recognised and isn’t on the UGC’s list of fake universities. Then verify the specific certificate with the university’s examination branch, quoting the roll number and year. Never rely on a phone number or website printed on the certificate itself, since forgers often supply both.

What does employee background verification cost in Delhi?

Indicatively, a standard check costs about ?2,000 to ?10,000 per candidate, depending on how many checks, cities and previous employers are involved. Bulk hiring usually gets a lower rate. Ask for a written quote that lists each check separately.

Can a background check include the candidate’s bank statements or call records?

No. A private agency can’t lawfully obtain someone’s bank statements, call records or telecom data. A candidate may share salary slips or a bank statement voluntarily, but that is their choice. Any vendor promising call records or account details is offering an illegal service.

How long should HR keep background verification records?

Keep them only as long as the purpose requires and as your legal obligations demand. Set a written retention period, delete files of candidates you didn’t hire, and make sure your vendor deletes its copies too.

Hire with your eyes open

Most candidates are exactly who they say they are. The point of the employee background verification process is to find the few who aren’t before they have keys, passwords or a signing authority. Fix your consent form, verify at the source and keep the data tidy. If you’d rather hand the legwork to people who do this every day across Delhi NCR, talk to our verification team in confidence.
